In November 2015, the USPTO User Interface for the Global Dossier will be launched.
The Global Dossier will provide services for monitoring and managing related cases filed in multiple international offices through a single portal/user interface. The Global Dossier will provide access to the full file history in a patent application family filed in participating Offices. Currently, the five participating Offices include the United States Patent and Trademark Office, the European Patent Office, the Japanese Patent Office, the Korean Intellectual Property Office, and the State Intellectual Property Office of the People’s Republic of China (collectively “IP5”) – found on http://www.fiveipoffices.org. The first Global Dossier service for file wrapper viewing was delivered by the EPO in 2014 with the support of SIPO. In 2015, all IP5 Offices, including the United States, will be providing file wrapper data in a standardized format. As a result, users will be able to view all IP5 file wrapper documents from any one IP5 Office.
The overarching goals of the Global Dossier are to provide tools which allow applicants to (1) retrieve information about patents at an IP5 level (for example dossier content of an entire family of applications from a single source) and (2) to allow simplified subsequent filing of applications at other IP5 Offices. To accomplish these goals, standardization must be prioritized. The task force responsible for the Global Dossier has identified the following priorities: alerts (of changes to an application status); XML-based provision of all patent application documents; standardization of applicant names; legal status; and proof of concept for inter office data exchange. The IP5 continues to work towards its vision of global patent information sharing and more good things are likely on the way.
